Peronismo, agro y tecnología agropecuaria. La reconfiguración del INTA (1973-1976)

Abstract

Este artículo aborda el proceso de reconfiguración institucional del Instituto Nacional de Tecnología Agropecuaria (INTA) a partir de 1973 -en coincidencia con el retorno del peronismo al gobierno- y los conflictos desarrollados en su interior. Con el objetivo de reconstruir y analizar la situación del instituto entre 1973 y 1976, se desarrollan cuatro apartados. La introducción presenta una trayectoria histórica del organismo, y contextualiza sus principales rasgos. El segundo apartado introduce la problemática de la conformación de nuevos equipos de gobierno en 1973 en los diferentes organismos estatales, con miras al sector agropecuario. El tercero explora la organización de la conducción del INTA en este período, su trayectoria y las tensiones presentes en el organismo. El cuarto analiza el tramo final de este período, atravesado por una intervención del instituto dispuesta por el Poder Ejecutivo en 1975, continuada un año después por la intervención militar que inicia con motivo del último golpe de Estado. A la luz de transformaciones políticas y socio-económicas, se explora la trayectoria del INTA en base a documentos institucionales, fondos documentales del archivo de la ex Dirección de Inteligencia de la Policía de la Provincia de Buenos Aires (DIPBA), entrevistas y prensa gráfica del período.

This article discusses the process of institutional reconfiguration of the National Institute of Agricultural Technology (INTA) since 1973, coinciding with the return of Peronism to government and the conflicts developed within. In order to reconstruct and analyze the situation of the institute between 1973 and 1976, four sections are developed. The introduction presents a historical trajectory of the organism, and contextualizes its main features. The second section introduces the problem of the formation of new governmental teams in 1973, in the various state agencies with a view to the agricultural sector. The third explores the organization of the management of the INTA in this period, his history and tensions on it. The fourth section analyzes the end of this period, interwoven by a intervention by the institute arranged by the Executive in 1975, continued a year after by the military intervention that began on the occasion of the last coup. In the context of political and socio-economic transformations, INTA path is explored based on institutional documents, file collections of the former Intelligence Directorate of the Police of the Province of Buenos Aires (DIPBA), interviews and print media period.
