Organismos estatales de selección y control de manuales escolares

Abstract

El artículo estudia las Comisiones estatales de Regulación de Textos escolares, instituidas en Argentina a comienzos del siglo XX. El análisis revela una liberalización en las prescripciones y una cesión de decisiones a los editores e imprenteros así como la instauración del libro de texto como herramienta ineludible del trabajo escolar. El fortalecimiento de la industria editorial escolar derivó en un desplazamiento de las funciones de control y selección por parte del Estado sobre el material producido hacia las mismas editoriales -y, eventualmente, los maestros-. Los vínculos entre las propuestas estatales y las tecnologías del mercado acarrearon una validación por parte del Estado de las conveniencias de la industria del libro; con su consiguiente injerencia creciente sobre los aspectos pedagógicos a implementar en la escuela

The article studies the State Commissions for the regulation of Schoolbooks, instituted in Argentine at the beginning of the 20th-century. The analysis exhibits a gradual liberalization of the prescriptions and a reassignment of decisions to the publishers, as well as the institution of schoolbooks as ineludible tool of the pedagogical methodology throughout that century. The growing of the publishing industry resulted in a displacement of the functions of control and selection of the produced teaching materials from the State on teachers and publishing companies. The bonds between State proposals and market technologies entailed a state validation of the companies’ conveniences; one of its more harmful consequences was their increasing meddling in the pedagogical methodology to implement in the school
