La cartera agropecuaria en tiempos de Giberti y el rol del INTA en la política estatal. Intereses, recursos y sujetos agrarios en disputa

Abstract

Este artículo indaga un período clave en la historia de las políticas agropecuarias de la Argentina: el correspondiente a la gestión del ingeniero Horacio Giberti al frente de la Secretaría de Agricultura y Ganadería de la Nación (SAyG). Se analiza la articulación con el Instituto Nacional de Tecnología Agropecuaria (INTA), identificando tanto su rol como brazo ejecutor y proveedor de insumos para el diseño de las políticas, como los conflictos desatados al interior del organismo. En particular, se estudia esta vinculación a partir de dos iniciativas de la cartera agropecuaria fuertemente resistidas por las principales corporaciones agropecuarias, el proyecto de Ley Agraria y el Impuesto a la Renta Normal Potencial de la Tierra. A partir de prensa gráfica del período, documentos institucionales y entrevistas, se reconstruye y analiza tanto el contenido de la cartera agropecuaria, como los posicionamientos de diferentes sujetos sociales agrarios, y su vinculación con la dinámica económica y política.

This article investigates a key period in the history of agriculture and livestock policies in Argentina: that belonging to the conduction of engineer Horacio Giberti leading the National Secretary for Agriculture and Livestock (SAyG). We analyze the coordination with the National Institute for Agriculture and Livestock Technology (INTA), identifying its role as executing agent and provider of resources for policy design as well as the conflicts which unfolded internally at the organism. More specifically, we deal with this link in relation to two initiatives by the Secretary which were strongly resisted by the main farming corporations, the Agrarian Law bill and the Potential Regular Income of the Land Tax. With the support of the graphic press of the time, institutional documentation and interviews, we reconstruct and analyze the content of the farming department as well as the positions of the different subjects and their link to economic and political dynamics.
